Most German public universities charge no tuition fee, even for international students — only a semester contribution of about €150–€350 (often including a free or cheap transport ticket). Exceptions: the state of Baden-Württemberg (Heidelberg, Stuttgart, Freiburg, KIT) charges non-EU students €1,500 per semester, and TUM introduced non-EU fees from 2024/25.
For the visa you must show €11,904 in a blocked account (Sperrkonto) as proof of first-year living costs (about €992 can be withdrawn per month), plus health insurance, the semester fee and the visa fee. Thanks to Germany’s tuition-free model, the overall cost is far lower than in most other countries.

For English-taught programs (many exist, especially at master’s level) an IELTS 6.5+ or TOEFL is usually enough — German is not mandatory. German-taught programs require B2/C1 German via TestDaF or DSH. Learning some German always helps with daily life and part-time jobs.
APS (Academic Evaluation Centre) is a verification office of the German mission that checks your academic documents and issues a certificate. Since 2022 the APS certificate is mandatory for Bangladeshi students, both for university applications and the visa — so it should be arranged early in the process.
