Overview
The Singapore International Graduate Award (SINGA) is a joint programme between Singapore’s research agency A*STAR and the country’s leading universities. It funds international students to pursue a PhD in science and engineering, taught entirely in English.
The stipend has a step in it that matters for budgeting: it starts at S$2,700 a month and rises to S$3,200 once you pass the Qualifying Examination. Plan the first eighteen months to two years on the lower figure rather than the higher one.

No. SINGA is doctoral only — PhD or EngD. For a master’s in Singapore you would need a university’s own award or a different programme; this is not that route.
